What now for suppliers on Digital Outcomes and Specialists 5?
With Digital Outcomes and Specialists 5 (or DOS5 for short) going Live in January 2021, what can suppliers look forward to?
So, the Digital Outcomes and Specialists 5 framework (DOS5) is now Live and 3340 suppliers have taken their place on the route to market. Many suppliers might be now thinking “What now?”. Here’s some food for thought.
Is it still being used?
Yes, definitely. 2020 was a difficult year for many reasons, and public sector procurement had to adjust and become more flexible. Routes like Digital Outcomes and Specialists were initially seen as a bit slower in processes than quicker frameworks like G-Cloud. However, there was still plenty of business taking place and it looks like it’s picking back up again.
£808m was spent through the framework in 2020 alone (and that doesn’t include December 2020’s data yet, as of writing it hasn’t been released!), compared to £812m the year before in 2019. So we can expect the 2020 total to beat that of 2019, even with the tough year that procurement has had.
On top of that, 34% of the value went to SMEs in 2020 too, compared with 31% in 2019. So we can take some big positives in how the framework is moving forward. Hopefully we continue to see it rise and rise. We’ll definitely continue to champion this route to market!
So what about Digital Outcomes and Specialists 5?
As we said, a whopping 3340 suppliers have got on to the framework for this iteration. Although down on the 3475 that were awarded a place on Digital Outcomes and Specialists 4, it’s only slightly so. And also, as you probably know, the framework was delayed in its opening for applications by a few months due to the pandemic. Which could be a reason for some suppliers not being able to get on to the framework, on time or at all.
Hopefully we’re not seeing suppliers dropping out of the running due to not winning business. Although Digital Outcomes and Specialists may be hard sometimes to progress in bids, a good strategy, planning and execution can make sure there is some success to be had. As we said, more and more SMEs are doing business moving forward. It’s just about having that time and dedicated people to put in the effort it needs. But that’s a different conversation!
Of the 3340 suppliers on the Digital Outcomes and Specialist 5 framework:
- 2898 of them offer Specialists.
- 2993 offer Outcomes.
So we can see there’s still a healthy amount of suppliers wanting to do the business! A healthy bit of competition for each Lot too. Buyers will be looking to DOS5 to find suitable suppliers, as this is a good pool for them to post their opportunities too.
We fully expect to see the business continue with Digital Outcomes and Specialists 5 and, from what we can see, there are still plenty of opportunities being published by various public sector bodies through the framework. For suppliers, it’s just about knowing how t0 bid successfully and improve their chances of progressing. Importantly, being savvy with the two-part bidding stage and knowing what buyers look for.
