The Crown Commercial Service (CCS) has launched Mobile Voice and Data Services 2 (RM6391), replacing the current Mobile Voice and Data Services framework (RM6261), which is due to expire on 12th December 2026. The new framework continues to provide UK public sector organisations with a route to procure mobile voice, data and related services, and also introduces several structural and procedural changes.
Here’s a summary of the key differences between MVDS (RM6261) and MVDS 2 (RM6391), and most importantly, what they mean for public sector buyers.
A simpler framework structure
One of the most noticeable changes in the new framework is the reduction in the number of Lots.
RM6261 (current framework)
The original Mobile Voice and Data Services framework is divided into four Lots:
- Lot 1 – Mobile Voice and Data Services Catalogue
- Lot 2 – Mobile Voice and Data Solutions
- Lot 3 – Telecommunications Audit and Health Check
- Lot 4 – Professional Services
This structure provided routes to market for both catalogue-based services and more complex solutions, alongside advisory and professional support services.
RM6391 (new framework)
The new framework consolidates the structure into three Lots:
- Lot 1 – Mobile Catalogue and Optional Services
- Lot 2 – Mobile Solutions
- Lot 3 – Telecommunications Audit and Advisory Services
The standalone Professional Services Lot has been removed, with elements of that capability expected to be delivered through the remaining Lots where relevant.
Greater emphasis on optional services
Under RM6391, CCS has expanded the scope of Lot 1 to include a clearer set of “optional services” alongside standard mobile voice and data packages.
These optional services can include:
- Mobile devices and hardware
- Accessories
- Mobile Device Management (MDM)
- Roaming packages
- Support services
While these services were available under the previous framework, the new structure is designed to make them easier to procure independently, rather than only as part of a broader mobile service package.
For public sector buyers, this should make it simpler to procure specific mobile components without running a full mobile solutions procurement.
Expanded telecoms audit and advisory services
The previous framework included Telecommunications Audit and Health Check services designed to help organisations review their telecoms estate and spending.
In the new framework this lot has been expanded and renamed Telecommunications Audit and Advisory Services.
The updated lot introduces:
- Additional tiers of telecoms auditing services
- Broader advisory support
- Ongoing optimisation of telecoms estates
This reflects growing demand from public sector organisations for continuous oversight and optimisation, rather than a one-off audit exercise.
Updated procurement processes under the Procurement Act 2023
Another important change is that RM6391 aligns with the Procurement Act 2023, replacing the regulatory framework used for RM6261.
The new framework introduces updated terminology for call-off processes:
- Award Without Competition (AWOC) – typically used for catalogue purchases under Lot 1
- Award With Competition (AWC) – used for competitive processes, particularly under Lot 2 for complex mobile solutions
While the terminology is new, the practical approach remains familiar: buyers can either purchase directly from catalogue-style services or run a competitive process for tailored solutions.
Continued support for complex mobile solutions
Despite the structural changes, the core purpose of the framework remains the same.
Public sector organisations will still be able to procure:
- UK and international mobile airtime
- Voice, SMS and data services
- Roaming and international packages
- Mobile devices and accessories
- Mobile device management
- Tailored mobile solutions for large estates
Lot 2 – Mobile Solutions continues to be the route for organisations requiring bespoke commercial models, large-scale deployments, or more complex service configurations.
What this means for public sector buyers
Overall, RM6391 represents an evolution rather than a complete redesign of the existing framework.
The main benefits include:
- Simpler lot structure, reducing complexity for buyers
- Improved access to optional mobile services, such as devices and MDM
- Expanded telecoms audit and advisory services
- Alignment with the Procurement Act 2023
