With G-Cloud buyers spending over £1 billion in 2017, and DOS buyers spending over £300 million, these two frameworks have a lot to offer suppliers. So, let’s find out who the big spenders are, counting down from number ten, we start with…
Student Loans Company
G-Cloud – £67.90M
DOS – £3.05M
TOTAL: £70.95M
I’m sure most of us will be familiar with the Student Loans Company in one way or another… For better or for worse, the SLC is a non-profit Government-owned organisation providing loans and grants to students in Universities and Colleges in the UK. They are the 10th largest spender on G-Cloud and DOS and have spent a total of £70.95M on the digital marketplace over the past few years.
NHS Digital
G-Cloud – £50M
DOS – £43.16M
TOTAL: £93.16M
NHS Digital are the second largest spender on DOS, racking up a total of £43.16M awarded on this framework. Their mission is to harness the power of information and technology to improve health and care – and with a grand total of £93.16M spent across both frameworks, it seems a large effort is being made in this direction.
Driver & Vehicles Licensing Agency (DVLA)
G-Cloud – £88.37M
DOS – £7.4M
TOTAL: £95.77M
The DVLA holds over 48 million driver records and over 40 million vehicle records, and are responsible for issuing driving licenses, issuing vehicle registration certificates, taking action against tax evaders, and much more. The DVLA have spent £88.37M on G-Cloud and £7.4M on DOS, totalling a grand £95.77M.
Department for Education
G-Cloud – £107.13M
DOS – £2.26M
TOTAL: £109.39M
The DfE is responsible for children’s services and education. Their principles are to ensure the UK’s academic standards match and keep pace with key comparator nations, striving to bring technical education standards in line with leading international systems, and ensuring that education builds character, resilience and well-being. To do so, they have spent £109.39M on G-Cloud and DOS, ensuring their technology is up to date and in line with their own principles and responsibilities!
Driver & Vehicles Standards Agency (DVSA)
G-Cloud – £94.73M
DOS – £26.59M
TOTAL: £121.32M
With a big change to driving tests last December, it’s no wonder the DVSA have spent £121.32M on the digital marketplace. The DVSA carry out theory and driving tests, approve driving instructors, and approve MOT tests.
Cabinet Office
G-Cloud – £126.62M
DOS – £7.58M
TOTAL: £134.2M
The Cabinet Office ensure the effective running of Government and support the Prime Minister. They have spent a total of £134.2M on the Digital Marketplace, posting opportunities on Contracts Finder as well as buying from G-Cloud and DOS.
Department for Work & Pensions
G-Cloud – £146.49M
DOS – £14.77M
TOTAL: £161.26M
As the UK’s biggest public service department, Work & Pensions is responsible for welfare, pensions and child maintenance policy, and administers the State Pension and a range of benefits to around 20 million claimants. They have spent a total of £161.26M on G-Cloud and DOS, with approximately half of their total DOS spend and around a third of their G-Cloud spend coming in 2017.

TOTAL: £252.04M
HMRC are the UK’s tax, payments and customs authority, and collect the money that pays for the UK’s public services – as well as helping families and individuals with targeted financial support. HMRC spent £78.88M on G-Cloud last year and have awarded most of their DOS contracts in the past year. Approximately £206M (82%) of their total spend is on medium, small and micro businesses.
Ministry of Justice
G-Cloud – £262.68M
DOS – £40.97M
TOTAL: £303.65M
The vision of the Ministry of Justice is to deliver a world-class justice system that works for everyone in society – to aid in doing so, they have spent a grand total of £303.65M on G-Cloud and DOS, with approximately £155M of this (50% of the total) being awarded to medium, small, and micro businesses.

Home Office
G-Cloud – £545.74M
DOS – £153.57
TOTAL: £699.31M
With a whopping £699.31M total spend – more than double the spend of the second highest spender – the Home Office are clearly invested in tech. This may come as a relief to some, as the Home Office plays a fundamental role in the security and economic prosperity of the UK. They are the biggest spender on both G-Cloud and DOS and have awarded a total of £220.94M to medium, small and micro businesses.

TOTAL: £66.86M
The Department of Health and Social Care is the 11th highest spender on G-Cloud and DOS, having spent a grand total of £66.86M. They are responsible for supporting and advising ministers, protecting and improving global and domestic health, and acting as guardians of the health and care framework, and keeping people healthy! The DOHSC also uses their own procurement portal called Bravo, and posts opportunities on contracts finder.
