What we know about Transport Technology & Associated Services

We recently attended a supplier engagement webinar for Transport Technology & Associated Services.

Transport Technology & Associated Services

Transport Technology & Associated Services (TTAS), previously known as Traffic Management Technology, is due out this summer. It’s the 3rd iteration of the framework and there’s a swathe of changes being mulled over by Crown Commercial Services. Of course, as this was a supplier engagement event for the framework we attended, it means that none of the decisions are set in stone. Everything so far is in the planning stages!

What did we learn?

First of all, that there was a general lack of understanding and knowledge about the current framework in the market. With 15 Lots, buyers sometimes found it confusing – as well as suppliers. So, for TTAS, there are plans to whittle it down to 5 Lots. CCS want it to be much easier to do business through!

Rather than calling it Traffic Management Technology 3, CCS have decided to rebrand it to Transport Technology and Associated Services. This isn’t an aesthetic change, it’s because different types of transport will be included in scope. This includes aviation, marine, rail and road. As well as there being a big focus on sustainable transport technologies too – which is very welcome.

Lastly, the framework will now be with the Public Sector Contract (PSC). This makes sure that the framework is easier to control, cost effective and – most importantly – easier to use for procurement.

Transport Technology & Associated Services Lots and Scope:

After some feedback about the current iteration, CCS have agreed that the 15 current Lots is far too many! For TTAS, they’ve decided to reduce the number of Lots down to 5 and incorporate the same scope into these wider categories. The scope of these Lots is expected to change/refine, although we can see the sort of things that can be included because of the old Lots that fall under these banners.

  • Lot 1 – Urban Traffic and Pedestrian Control. This includes Traffic Signal Junctions, Parking Control Systems, Traffic Monitoring and Urban Traffic Management Control – and more.
  • Lot 2 – Transport Data Services. Including Geographic Information Systems, Asset Data Capture and Management, and Traffic Management Professional Services.
  • Lot 3 – Roadside Furniture. This Lot will feature Variable Message Signs, Street and Exterior Lighting and Ancillary Roadside Equipment.
  • Lot 4 – Sustainable Transport Technologies. Such as Environmental Monitoring Systems, Sustainable Transport Infrastructure and Intelligent Transport Systems.
  • Lot 5 – Catalogue. Providing items within the scope of the 4 above Lots. – and feature mostly physical goods ‘off-the-shelf’.

Consultancy and support is still intended to be within scope too, not just products! CCS are also keen for suppliers to list on multiple Lots and make sure their services are correctly listed across the framework.

When will it open?

The OJEU is scheduled to be published this January 2021. No specific date has been given, as they’re still finalising this. The go-live date is expected to be in the Summer 2021 too.
