After attending CCS's Media Monitoring framework webinar, we've put together all of the updates and key takeaways.

The second iteration of the Media Monitoring framework is a great opportunity for suppliers of monitoring and analysis tools, and services, to get selling to the public sector. After attending Crown Commercial Service’s supplier webinar for the framework, which included some huge updates and information, we wanted to put everything we learned into one useful place.

When is the Media Monitoring framework opening?

Supplier applications will start on the 27th January, lasting one month. This means that suppliers will have to get everything submitted by 27th February.

Is the structure staying the same?

Interestingly not! CCS have confirmed that the Media Monitoring framework will be cut down to a single Lot for Media Monitoring, evaluation and analysis. To be considered for this Lot, suppliers will have to be able to provide ALL of the following core services:

  • Press Monitoring
  • Online Media Monitoring
  • Social Media Monitoring
  • Broadcast Media Monitoring
  • Human-Driven Analysis and Evaluation

Plus any of the 5 optional services; Media contact database, Forward planning database, Automated analysis and evaluation, social media monitoring and analysis tool or parliamentary monitoring.

A big however though, is that CCS are encouraging those that can’t meet all five of the core services to work with sub-contractors. So suppliers can work with subsidiary companies and local partners to create innovative solutions for the buyers.

But here comes the biggest update of them all… this single Lot will be capped at 5 suppliers. This means there’s going to be some stiff competition to get listed. So suppliers will need to make sure their applications is a good one, and they have everything in order before the window closes at the end of February.

How are suppliers evaluated?

The weightings for evaluation were given at 75% for Quality, and suppliers will be evaluated at 25% for price. SMEs are encouraged to apply still, despite only five suppliers being considered. As long as they’re competitive and applicable they’ll be considered for the Media Monitoring framework. It’s also important to remember that the usual Cyber Essentials certification will be needed!

Why should I consider the Media Monitoring framework?

CCS have confirmed that at least £10m will go through the framework in the four years it’s live. It doesn’t sound like loads, but they’re committed to making this rise and allowing for growth. On top of that, the framework agreement allows for direct award, which means if you’re hitting the criteria the buyer is looking for they can award you the contract without any of the long, resource-heavy steps.

The Media Monitoring framework is due to go live on the 1st of June, one day after the existing iteration expires. But with the application window opening very soon, its now worth getting everything ready to get listed.
