The Digital Technology Services DPS is a great way for suppliers of tech services to target the Scottish public sector. Here, we answer some key questions about how it works.

Digital Technology Services DPS

What is the Digital Technology Services DPS?

The Digital Technology Services Dynamic Purchasing System (DPS) offers a suitable route to market for suppliers of digital services and resources, as well as Cyber Security services, to the Scottish public sector. The DPS supports Scotland’s Digital Strategy, ‘Realising Scotland’s full potential in a digital world, which was published in 2017.

When is it coming out?

The DPS went live on the 18th March 2019 and is due to run for a period of 24 months, until February 2021. Being a DPS, suppliers can join at any time during its live state. This doesn’t mean suppliers should wait around though. As all the time they’re not on it, they’re missing out on business!

This current iteration replaces the former DPS1.0 for Digital Services and Digital and Technology Services (DATS) framework which expired in May 2019.

What do the lots look like?

The DPS includes three lots, which are broken down into the following:

  • Lot 1 – Digital Technology Projects
    • This includes, but is not limited to the following: Integration Services, Managed ICT Services, ICT Support, Digital transformation projects, digital/online services, software and infrastructure engineering, user research, content design, service design and more.
  • Lot 2 – Digital Technology Resources
    • This includes, but is not limited to the following: digital specialists, project & programme managers, agile coach, user researcher, digital service design, business analysts, system designer, solutions architect, data architect, data modeller, product manager and more.
  • Lot 3 – Cyber Security Services
    • This includes but is not limited to the following: Cyber Security Specialists, Cyber Security services such as: – Penetration Testing, Cyber Security training and Assessment, Security Architecture Services, Risk Assessment and Management Services and more.

It should be noted what technology isn’t in scope too. With ICT products, direct purchase of software, maintenance of equipment and networks all not suitable to be sold through the DPS.

Who can get on to the DPS?

The lots for the Digital Tech Services DPS framework are not capped, and suppliers have the option to join at any time within the 24 month period! As long as suppliers can meet the requirements set by Scottish Gov, and successfully apply, they can get listed.

What’s the application like?

Before suppliers apply for the DPS they’ll need at least 12 months experience of delivering their service. Suppliers will have to prove their experience by presenting two relevant case studies which took place within the last three years.

On top of that, suppliers will also be required to work to the usual standards and policies of the DPS – as well as the relevant insurances.
