What is the Technology Products 3 framework?
Technology Products 3 or TP3 is a framework for suppliers looking to sell commodity technology whether its cables or entire corporate infrastructure.
When is Technology Products 3 coming out?
TP3 replaces the existing Technology Products 2 framework that is expiring in October 2019. The OJEU for Technology Products 3 is expected in March 2019.
CCS have given a rough timeline for the application process:
- March 2019 – OJEU publication
- ITT Close – April 2019
- Award – August 2019
- Agreement live – September 2019
What do the Lots look like?
Lot structure for TP2 currently looks like:
- Lot 1 – Hardware
- Lot 2 – Software
- Lot 3 – Combined Hardware and Software Requirements
- Lot 4 – Information Assured Products
- Lot 5 – Volume Hardware Requirements
- Lot 6 – Catalogue
However, these Lots are subject to change for the next iteration of the framework. CCS together with techUK have been carrying out supplier engagement to further define the changes to the framework.
Are the Lots capped?
The Lots will be capped for TP3 but until the OJEU is published we won’t know if the number of suppliers per Lot will differ from TP2.
How long is the call-off period?
Call-off contracts on Technology Products 2 are available for up to 5 years. This could change for TP3 but the feedback from recent supplier events don’t mention that CCS plans to change the length of the call-off.
How much has been through the framework?
The latest figures from a Technology Products 3 briefing state that £753m worth of spend has been put through the TP2 framework since it went live. The majority of that spend was through Lot 1 hardware and Lot 2 Software. The big spender is central gov accounting for £432m and 57% of the total £753m.
What’s the application like?
The application for Technology Products is not unlike the application for Network Services. Suppliers are required to meet a financial score and prove they can meet a professional and technical standard. Suppliers for some Lots will also need to provide references that meet certain criteria e.g. provide a reference that demonstrates price savings for the buyer.
What can I be doing while I wait?
- All new CCS agreements are now using the Public Sector Contract, so familiarise yourself with its terms.
- Cyber Essentials was mandatory for Technology Products 2, so get certified while you wait for the OJEU. It’s relatively easy to do and can only make you more attractive to gov!
