What is the Network Services 2 Framework?
The Network Services 2 framework will be the second iteration of the current Network Services framework or RM1045 as it is also known. Network Services and shortly Network Services 2 (RM3808) provides public sector buyers with access to networks and telecommunications services.
When is Network Services 2 coming out?
The dates for the framework are still provisional as Crown Commercial Service and Innopsis are currently undertaking supplier engagement to firm up the scope and structure of the framework. But it should look roughly like this:

What do the Lots look like?
Currently the Lots for Network Services are:
- Data access services
- Local connectivity services
- Traditional telephony services
- Inbound telephony services
- IP telephony services
- Mobile voice and data services
- Paging services
- Video-conferencing services
- Audio-conferencing services
- Integrated communications
However, the feeling from suppliers at the latest NS2 briefing is that this structure needs to be revised, with some Lots merged and potentially others created. To find out in more detail what was discussed at the last supplier event, check out our blog ‘The Latest on the Network Services 2’.
Are the Lots capped?
Yes, the Lots on NS2 will be capped but this is again being debated and discussed at the supplier engagement events. Until the OJEU is released, we won’t know the number of suppliers per Lot.
How long is the call-off period?
The length of the contract is still yet to be confirmed for Network Services 2, however the maximum call-off length for Network Services is 5 years with the option to extend by 2 additional years.
How much has been through the framework?
The current OJEU value for Network Services 2 is estimated at up to £5bn!
What’s the application like?
The application for Network Services 2 will be an intensive application, so make sure you have some dedicated resources on hand! NS2 follows the open route, which means it will be a single stage process.
To get onto Network Services 2, suppliers will be asked to meet certain financial, technical and competency criteria.
What can I be doing while I wait?
- Free up some time and resources around late September/early October because this framework is a biggie and you’ll need all the help you can get!
- Start thinking about what examples of work you might use for your case studies.
- All new CCS agreements are now using the Public Sector Contract, so familiarise yourself with its core terms.
- Get involved in the supplier engagement events and keep an eye out for any CCS technology webinars for suppliers.
